Statement on the occasion of the First World Day of the Poor

Brussels, Saturday 18 November 2017

Join Pope Francis in putting words into action to end poverty!
Tomorrow, Sunday 19 November, Christian communities will commemorate the first World Day of the Poor. Named by Pope Francis, he is calling on everybody to show solidarity with people in need “If we want to help change history and promote real development, we need to hear the cry of the poor and commit ourselves to ending their marginalisation”.
Caritas Europa reiterates this call and demands that European countries and their leaders take more seriously their commitment to end poverty, as agreed in the Agenda 2030. It is high time that they put in place appropriate social protection systems and measures that cover everybody, especially the most vulnerable, in order to achieve the Sustainable Development Goal (SDG) 1: End poverty. Today, the scars of the economic crisis and the ensuing austerity measures are still very visible: wages are under pressure and the number of working poor is increasing. Many continue to suffer from unjust and unfair structures that we must change.
Employment is a way out of poverty, but only if there are jobs for everybody and at a decent wage. As described by a Caritas Portugal service user: “I am 25 years old and I’ve been working for 10 years in precarious jobs. I started to work with the intention to help my mother and to continue my studies for the university. Currently, I have a contract within an employment measure from a Municipality but, for me, this is almost the same as being unemployed. My wage is 419€ and I have three years of graduation studies, dozens of trainings, one year of migration in another country and 10 years of struggle.”
However, employment alone will not eradicate poverty. We also need better welfare systems and family oriented policies. Our political leaders already have at hand the necessary tools if only they would fulfil their pledges and implement the available legal instruments and financial resources, such as the Revised European Social Charter and its monitoring mechanisms.
Pope Francis is right: “Poverty has the face of women, men and children exploited by base interests, crushed by the machinations of power and money. What a bitter and endless list we would have to compile were we to add the poverty born of social injustice, moral degeneration, the greed of a chosen few, and generalised indifference!” Let us join Him in fighting poverty and indifference to ensure a dignified life for all.

Statement on the EU’s approach to migration and the case of Italy

Italy’s outcry embodies crisis of solidarity among Member States

Caritas Europa strongly condemns Member States’ lack of solidarity towards Italy. The country is delivering humanitarian assistance to children, women and men in desperate need who have been forced to leave their home countries. But the heroic task of coping alone with 75% of all arrivals to Europe is becoming too difficult to fulfill without the support of all the other Member States.
The Italian government’s recent signs of frustration over the EU’s paralysis on migration is clear evidence that Europe’s approach to migration is not working. The millions of euros invested in maintaining and expanding Fortress Europe are not and will not stop people in despair from risking their lives to find a safe haven.
“Europe must stop wasting money. Paying to strengthen borders only makes security companies and criminal traffickers richer. It would be cheaper and wiser to invest in efficient integration policies and to set up teams of civil servants that would boost asylum application processes in Member States facing large numbers of arrivals,” said Oliviero Forti, Director of the Migration Department of Caritas Italy.
The recent announcement of President Juncker to call for financial and political solutions to support Italy is a step in the right direction. However, the people trapped in the hotspots cannot wait much longer. Europe must take immediate measures to tackle the dramatic situation in Italy, witnessed on-site by dedicated staff and volunteers of Caritas in Italy.
“Some people have been waiting in the hotspots for over two months. Even children are kept there, without being placed in structures that are more suitable for them. Age assessment is always very uncertain and never follows the same protocol,” testified a staff member of Caritas in Taranto, where one of the four active hotspots in Italy is located.

The European dream is based on solidarity and respect of human dignity. Europe can show strong global leadership and contribute to a fairer and more humane world by investing in a modern and dynamic welcoming Europe.

Therefore, Caritas Europa recommends President Tusk and President Juncker to push for:
• Enhanced EU search and rescue operations to save lives and help governmental and civil society sea operations. This includes upholding the non-refoulement principle.
• Opening the ports of all Member States bordering the Mediterranean to share the arrivals.
• Liberating EU budget for technical and financial support for Member States facing difficulties in complying with their duties towards arriving migrants and asylum seekers.
• Creating a new Dublin system that efficiently alleviates pressure on “border countries”. This includes creating a permanent solidarity relocation mechanism.
• Stepping up relocation of newcomers from Italy to the other Member States.
• Opening safe and legal paths to Europe that will prevent anyone from risking their life to reach Europe and that will put an end to the business of human-traffickers and smugglers. Europe has many tools at hand to achieve this, such as humanitarian visas, resettlement, community sponsorship, humanitarian corridors and family reunification.
• Stopping deals with countries that do not respect human rights, such as Libya.

• Following an increase in arrivals of migrants to Italy between 24 and 27 June, the Italian government called on the European Commission and EU Member states to support Italy in the management of migration.

• The Italian government threatened to close its ports to boats if other Member states did not open theirs and supported Italy. Negotiations are currently ongoing to find a coordinated approach to migration in the Mediterranean region.

• Caritas Italy, through the diocesan Caritas, is working in the main Italian ports in order to help the Italian authorities to disembark all migrants and to support them.

• Through the Warm Up project, Caritas Italy is providing clothes and shoes to the boats involved in the search and rescue operations that will redistribute them to refugees during rescue operations.

• In addition, Caritas Italiana is hosting more than 20,000 asylum seekers around Italy.

• Caritas Italy is also involved in the implementation of a humanitarian corridor with Ethiopia in order to provide a safe way to Europe for people in need of protection.

Caritas Italy is a member of Caritas Europa,
Caritas Europa is a network of 49 member organisations in 46 European countries and one of the 7 regions of Caritas Internationalis. Our members assist and provide services to millions of people in need. Caritas Europa aims at lifting people out of poverty by empowering them and by influencing unjust structures and unfair policies that keep people trapped in positions of disempowerment.

Diskors ta’ Merħba

mis-Sur Leonid McKay Direttur

23 ta’ Ġunju 2017

Nagħtikom merħba fi ħdan il-familja Caritas ġewwa l-Komunita’ ta’ San Blas.

Eċċellenza Sinjura President, Onorevoli Mnistru Falzon għan nom tal Prim Ministru ta Malta, Eċċellenza Monsinjur Arċisqof, Eċċellenza Arċisqof Emeritus, Eċċellenza President Emeritus, Ministri, Dr Simon Busuttil u persuni Distinti, għażiż Monsinjur Charles Cordina, kollegi u ħbieb, f’isem ir-residenti, l-istaff u l-Bord tad-Diretturi, nilqagħkom għal din iċ-ċerimonja ta’ Gradwazzjoni. Ir-riflessjonijiet tiegħi se naqsamhom fi tliet partijiet: fl-ewwel parti se nuri l-ħsieb wara t-tema li għażilna llejla; fit-tieni parti se nagħti rendikont tal-aġġornamenti riċenti li saru fis-servizzi tagħna; u se nagħlaq billi naqsam magħkom il-pożizzjoni tal-Caritas dwar il-proposta għall-użu rekreazzjonali tal-Cannabis.

Din il-lejla nkunu ilna nippreparaw għaliha xhur sħaħ. U jekk hemm xi ħaġa li ndumu niddiskutu hija proprju t-tema. Hija t-tema li magħha ndawwru l-programm. Hija t-tema li ddawwal iċ-ċerimonja tagħna. U għal din is-sena għażilna tema partikulari – Ġarrabt biex Irbaħt – ftit jirrealizzaw xi jsir hawn f’San Blas u fil-komunitajiet tal-Prison Inmates Programme f’Baħar iċ-Ċagħaq. Nixtiequ nenfasizzaw l-importanza li s-sors tas-suċċess huwa vjaġġ li jinkludi tbatija. Nieħu l-opportunità biex nifraħ minn issa lill-gradwati u l-familjari tagħhom – intom xhieda ta’ dan il-vjaġġ. Kif se naraw anke fil-bijografiji qosra aktar tard fil-programm s-sors tas-suċċess għalihom huwa li tgħaddi minn proċess ta’ tbatija. Il-feature li se nkunu qed insegwu llum, maqsum fuq tliet partijiet, se jurina dan kollu. Fit-triq, il-persuna tuża d-droga biex taħrab l-uġigħ, ir-rabja, il-frustrazzjoni, it-tbatija tas-sagrifiċċju, l-għajja, trawmiet tal-passat inklużi dawk ġejjin mit-tfulija, il-biżgħat, l-iskumdità, il-vojt, is-solitudni. Għal ħafna, f’dawn iċ-ċirkustanzi tant diffiċli, id-droga tidher bħala s-soluzzjoni u mhux il-problema. Biex tfieq, u tassew tirbaħ dawn it-tbatijiet kollha minghajr id-droga, teħtieġ komunità li tgħinek taffaċċja t-tbatija u mhux taħraba. Tgħinek iġġarrab biex tirbaħ. Nikkonkludi l-ewwel ħsieb tiegħi b’silta mil-filosofija tal-programm:

Hawn flimkien wieħed jista’ jagħraf lilu nnifsu, mhux iżjed bħala l-ġgant tal-ħolm tiegħu jew in-nanu tal-biżgħat tiegħu, imma bħala bniedem, parti minn ħaġa sħiħa, bis-sehem fil-għan tagħha[1].

Nikkommettu li filwaqt li nħaddnu l-identità tagħna naġġornaw u nirrispondu għall-bżonnijiet tal-lum.

Caritas hija kommessa li s-servizzi kollha li toffri jkunu jirrispondu għall-bżonnijiet tas-socjetà tal-lum. Dan fih innifsu jitlob tiġdid b’mod kontinwu. Wara li fis-sena 2015 iffukajna fuq li nsaħħu l-programm ta’ riabilitazzjoni tan-nisa, liema proċess diġà qed iħalli ħafna frott, bdejna proċess biex inġeddu l-programm ta’ riabilitazzjoni ta’ San Blas għall-irġiel. Niżbaljaw bil-kbir jekk ninsew l-għeruq tagħna. Niżbaljaw jekk nitbiegħdu mill-identità Caritas li hi ispirata mit-“Tagħlim Soċjali tal-Knisja”. Biss, il-proċess ta’ tiġdid huwa dejjem essenzjali. U rridu ninbidlu. F’dan l-eżercizzju ħarisna lejn it- tqassim tal-fażijiet, ħarisna mill-qrib lejn il-qabża (ix-xokk ngħidlu jien) li persuna tagħmel meta tiġi biex toħroġ lura fis-socjetà – fejn qabel kellna programm ta’ 9 xhur, issa se jkun qed jigi fuq bażi ta 6 xhur residenzjali u 3 xhur semiresidenzjali b’ħafna aktar sapport fil-fażi ta’ meta persuna tibda tħares ’il barra. Se nsaħħu l-gruppi terapewtiċi u t-terapija individwali li tant huma bżonnjużi biex jiġu ndirizzati ħafna weġgħat li jkunu ankraw il-persuna matul is-snin. Se naġġornaw l-istruttura tal-programm. Huwa fatt li kull sena aktar u aktar persuni b’dipendenza fuq il-kokaina qed iħabbtu l-bibien tagħna – irridu nifhmu li l-bżonnijiet ta’ persuna dipendenti fuq il-kokaina huma differenti minn dawk dipendenti fuq l-eroina.

Punt ieħor importanti hu l-fatt provat li dawk il-persuni li jibqgħu jieħdu sapport u terapija, partikolarment wara l-ewwel sentejn mit-trattament, huma inqas propensi li jesperjenzaw “lapse” jew “relapse”. Għalhekk nieħu l-opportunità biex nirringrazzja lill-Gvern li għall- ewwel darba se jkollna fondi speċifikament immirati għall-qasam tal-Aftercare biex nagħtu aktar attenzjoni lil dawk li temmew programm ta’ riabilitazzjoni u reġgħu lura fis-soċjetà. Nemmen bis-sħiħ li r-recovery huwa proċess li ma jispiċċa qatt. Permezz ta’ dawn il fondi se nkunu nistgħu nkunu preżenti matul il-ġimgħa kollha inkluż weekends, f’mumenti delikati tar-recovery.

Qed naħdmu wkoll biex is-servizzi li noffru fil-komunità jkunu integrati f’ċentru wieħed f’ambjent adekwat u f’post ċentrali. Preżentament qed noffru s-servizzi fil-komunità minn żewġ postijiet differenti, inkluż dawk mit-tieni sular tal-Kurja tal-Arċisqof. Grazzi personalment lil Arċisqof innifsu li attivament qed jgħinna biex din il-ħolma ssir realtà. Nirringrazzja wkoll entità privata li qed tikkometti ruħha biex tgħin finanzjarjament biex dan il-proġettisir.

Dan mingħajr ma ninsew li sal-lum għadha teżisti lakuna fis-servizzi residenzjali ffukati speċifikament għall-minuri diġà bil-problema tad-droga. Tibqa sfida għall-Caritas li tirrispondi għal din il-ħtieġa u bi pjaċir ngħid li id f’id mal-Ministeru tal-Familja, Drittijiet tat-Tfal u s-Soliderjetà Soċjali qed naħdmu biex dan il-proġett jiġi fis-seħħ kemm jista’ jkun malajr.

Aktar Ħsara milli Ġid

Dehrli li llejla hi l-aħjar opportunità li nkun ċar dwar il-pożizzjoni tal-Caritas dwar il-proposta li tinfetaħ id-diskussjoni dwar l-użu rekreazzjonali tal-Cannabis u għalhekk se niddedika din l-aħħar parti tad-diskors għal dan is-suġġett. Caritas pijuniera f’dan il-qasam u bħala vuċi fi ħdan il-Knisja f’Malta għanda dmir u ngħid l-obbligu li titkellem fuq dan is-suġġett. Caritas m’għanda ebda oġġezzjoni li ssir riċerka u/jew użu ta’ estratti tal-Cannabis għal fini mediċinali. (u dment li m’hemmx alternattivi vijabbli għal dawn il-prescriptions). Ha nagħmel distinzjoni ċara bejn dak li hu mediċinali u dak rekreattiv.

Mhux l-stess jista’ jingħad għal dak li qed jissejjaħ l-użu rekreazzjonali tal-cannabis (dejjem jekk verament tista ssejjaħlu recreational). Fil-fehma tagħna leġizlazzjoni favur l-użu rekreazzjonali tal-cannabis se tagħmel ħafna aktar ħsara milli ġid.

Jien nifhem li hemm ukoll argumenti favur. Nifhem l-argumenti favur l-legalizzazzjoni biex l-attività kriminali tat-traffikar tiġi imminata. Nifhem l-argumenti favur suq aktar kontrollat. Biss wieħed irid jara dawn l-argumenti f’kuntest aktar wiesgħa.

Aħna ħadna l-opportunità li matul l-aħħar ġimgħat nisimgħu x’għandhom xi jgħidu l-ewwel u qabel kollox il-persuni li ġġarrbu. Kienet ċara ħafna l-pożizzjoni bla ħafna tidwir mal-lewża ta’ dawk kollha li qed isegwu programm ta’ riabilitazzjoni bħalissa hawn magħna. U jekk ikolli niġbor ir-reazzjoni tagħhom (u nistqarr kultant imqanqla) fi ftit kliem ngħid kif fissruha huma li “l-ismoke (qed nirreferi għall-cannabis) hija l-bidu tat-triq” u meta ngħid ‘triq’ naħseb tafu x’qed infisser. Huwa veru, kif ammettew ir-residenti, li mhux kull min ipejjep joint se jispiċċa addict, iżda daqstant veru wkoll li kull addict beda b’joint. Ma ħallew ebda dubbju li flimkien mal-alkoħol il-cannabis hija gateway drug . Fi kliem aktar sempliċi hekk kif esprima resident partikulari “dan huwa l-ewwel pass għall-imbarazz” u se “inkunu qed nagħtu l-kunsens għal aktar użu u aktar problemi fuq livelli differenti”.

Tnejn mill-istess gradwati tal-lejla jistqarru b’mod qawwi li l-aħjar ħaġa li ġratilhom matul dawn l-aħħar snin kienet li nqabdu mill-forzi tal-ġustizzja. Jgħidu li hemm bdiet ir-recovery. Jgħidu li jpejpu l-ismoke b’mod regolari kienet ħajjithom; u dak li mingħalihom kien biss rikreazzjonali spiċċa biex saret dipendenza. Wieħed minnhom qalli “kieku staqsejtni din l-stess mistoqsija sentejn ilu żgur li kont inwieġbek differenti”. “Illum naf id-differenza – meta tkun clean minnha – relazzjoni personali stabbli, ambizzjoni u motivazzjoni fuq ix-xogħol, għatx għall-hobbies u ħajja libera.

Ha nkun kategoriku. Caritas tibqa’ żżomm il-pożizzjoni tagħha li persuni b’dipendenzi m’għandhomx jitqiesu bħala kriminali u għalhekk posthom huwa f’ambjent ta’ rehab, mhux inkarċerati. Ninnotaw b’sodisfazzjoni li sar titjib minn meta daħlet fis-seħħ il-Liġi Drug Dependance Act ta’ sentejn ilu u l-mod kif bdew jigu ttrattati b’mod aktar uman u bilanċjat dawn il-persuni. Wieħed għandu jikkonsidra li wara li nevalwaw din il-liġi u ntejbuha, nikkunsidraw li nagħtu diskrezzjoni aktar wiesgħa lil min qiegħed jiġġudika dawn il-każijiet delikati.

B’ħafna responsabbiltà nixtieq nagħmel appell f’isem kull min se jiggradwa llejla, f’isem dawk li ggradwaw matul is-snin, f’isem dawk li qegħdin fir-rehab u wkoll f’isem ġenituri ta’ żgħażagħ. Qegħdin jumejn biss ’il bogħod mill-Jum Internazzjonali kontra d-Droga. Ejja ngħinu lil dawn il-persuni jiltaqgħu u jaffaċċjaw l-emozzjonijiet tagħhom, mhux jaħarbuhom. Ejja ngħinuhom, ejja ma nfixkluhomx biex meta joħorgu hemm barra ma jsibux ostaklu ieħor ma xiex jitqabdu.

Irrid nagħmilha ċara li Caritas se tipparteċipa attivament fid-diskussjoni li għad trid ssir u fi żmien opportun tippubblika wkoll il-position paper studjata bil-kontribuzzjoni ta’ professjonisti minn kampi differenti ħalli tikkontribwixxi biex tittieħed deċiżjoni infurmata.

Ippermettuli ngħid li dawn ir-riflessjonijiet m’għamilthomx biss bħala Direttur biss iżda wkoll bħala missier ta’ żewġt itfal żgħar.

Biex verament nagħlaq, f’isem il-Bord tad-Diretturi:

  1. Ngħid grazzi lill-Gvern li mhux biss jagħti sapport finanzjarju iżda minn dejjem wera fiduċja fil-ħidmiet tagħna;
  2. M’għandix kliem biex b’mod personali nirringrazzja lill-istaff u l-voluntiera tal-Caritas. Grazzi lill-koordinatur tal-programmi Anthony Gatt li b’hafna mħabba u kultant jgħaġġibni b’kemm kalma jagħti direzzjoni. Grazzi talli ta’ kuljum turu li Caritas tfisser imħabba;
  3. Nirringrazzja minn qalbi lill-fundatur tagħna Monsinjur Victor Grech tal-imħabba bla ebda kundizzjoni li offra lil tant eluf ta’ persuni matul is-snin. Inwiegħdu li b’ħafna umiltà nkompli nuri li Caritas ma hi xejn ħlief għażla preferenzjali għal min hu ħafna drabi skartat u bla vuċi;
  4. Grazzi lil Dr Simon Busuttil li minbarra l-imħabba ġenwina lejn Caritas, ikun magħna regolarment f’ħidmiet konkreti. Grazzi u narawk ma ndumux
  5. Nirringrazzja wkoll lil Monsinjur Charles Cordina, persuna li jkun preżenti kemm mar-residenti u mal-familji u staff waqt it-tbatijiet. F’isem il-familji kollha nirringrazzjak. Il-ħidma tad-djakonija fil-Knisja f’Malta hija fortunata;
  6. Nirringrazzja b’mod speċjali wkoll lill-Monsinjur Arċisqof. Eċċellenza, għad għandi stampat f’moħħi l-lista, li ma tispiċċa qatt, ta’ mistoqsijiet li staqsejt lir-residenti meta ġejt u ltqajt magħhom. Grazzi li qed tkun tant ħafna qrib tagħna;
  7. Nirringrazzja lill-Eċċellenza Tagħha li llejla, fost ħafna impenji qed tonorana bil-preżenza tagħha u iktar tard tagħti ċ-ċertifikati lill-gradwati; int ukoll Eċċellenza, rajt mill-qrib il-ħidmiet tagħna.

B’hekk ser jibqa’ jkun assigurat li s-servizz offrut jibqa’ professjonali u ta’ livell għoli.
Il-Ministru għall-Intern u s-Sigurtà Nazzjonali Carmelo Abela irrimarka li l-Ministeru ser ikun qed jinvesti madwar €250,000 fis-sena f’dawn is-servizzi f’komunità terapewtika mill-Caritas għal riforma fl-imġieba tar-residenti tal-Faċilità Korrettiva, fuq perjodu ta’ tliet snin.
Żied jgħid l-istatistika turina li mill-2014 sa issa kien hemm aktar minn 60 resident li bdew jipparteċipaw f’dawn il-programmi residenzjali tal-Caritas, magħrufa bħala l-Prison Inmate Programme ġewwa Dar Sant’ Anna f’Baħar iċ-Ċagħaq għall-irġiel, u Dar Iris għan-nisa f’San Blas. Bħalissa hemm 11-il resident li qed isegwu dan il-programm. Numru ta’ parteċipanti li, fi kliem il-Ministru Abela, huwa pożittiv, għaliex ifisser li r-residenti qegħdin isibu l-motivazzjoni u r-rieda sabiex jieħdu dawn il-passi kuraġġużi.
F’dan ir-rigward, il-Ministru Abela elenka kif grazzi għal dan il-ftehim mal-Caritas, il-Gvern se jkompli bl-inizzjattivi tiegħu sabiex ikun ta’ spalla għal vittmi tad-droga, inkluż dawk li jkunu qegħdin iservu piena karċerarja. Spjega kif il-Caritas se jkunu qegħdin jgħinu numru akbar, dak ta’ 14-il raġel u 4 nisa f’ħin wieħed. Kull programm residenzjali hu ta’ madwar tmien xhur, u se jibqa’ fuq bażi volontarju, bir-referrals isiru permezz ta’ applikazzjoni mir-residenti lill-Care and Reintegration Unit tal-Faċilità.
Huwa qal li preferibilment ir-residenti jiġu referuti fl-aħħar parti tas-sentenza tagħhom, pero jista’ jkun hemm każi fejn ir-residenti jkun jeħtieġ li jiġu referuti qabel. Semma wkoll li l-Caritas se tkun assista mis-servizzi ta’ żewġ uffiċjali korrettivi.

Tkellem kif miżura oħra li daħlet fis-seħħ hija li bi qbil mal-Caritas dawn ser iżidu l-eżerċitazzjoni ta’ motivazzjoni b’mod regolari fil-Faċilità Korrettiva ta’ Kordin permezz ta’ motivational interviews u sessjonijiet ta’ counselling, sabiex iżjed residenti ikunu mħeġġa.
Il-Ministru Abela qal li sħubija f’dan il-programm ser tkun tirrikjedi li l-persuna taħdem għal dan u turi li hi denja li tingħata din l-opportunità. B’hekk ġew stabbiliti sett ta’ kriterji fejn resident jiġi assessjat fuqhom minn team ta’ professjonisti, qabel ma’ l-applikazzjoni tkun approvata. Dawn jinkludu li l-persuna tkun verament immotivata, b’sentenza ta’ mhux inqas minn tnax-il xhar, b’record ta’ imġieba tajba fil-Faċilità, u li ma tkunx meqjusa ta’ periklu għas-soċjetà. Prijorità se tingħata li dawk li jkunu waslu fit-tmiem tas-sentenza tagħhom, sabiex dan iservi bħala perjodu ta’ tranżazzjoni.
Il-Ministru Abela awgura lill-Caritas aktar ħidma impenjattiva favur programmi li jwasslu għal ħajja ‘l bogħod mill-vizzji. Temm jgħid li jħares b’ottimiżmu lejn dan il-ftehim mibni fuq il-valuri tar-rispett lejn il-persuna umana, edukazzjoni fuq l-impatt tal-kriminalità fuq il-vittmi, il-familji, u l-komunitajiet.
Il-Viċi Chairperson tal-Fondazzjoni tar-Rijabilitazzjoni tad-Droga Il-President Emeritus George Abela għamel appell biex ħadd ma’ jaqta’ qalbu. “Min jaqa’ fil-vizzju għandu jirrikorri għall-għajnuna. Anki jekk il-persuna jkollha relapse, m’għandha taqta’ qalbha qatt u terġa’ tipprova. Ħadd m’għandu jistenna li jista’ joħroġ mill-problema waħdu u għalhekk hemm din it-tip ta’ għajnuna.” Kompla jgħid li dan is-servizz huwa estiż għall-familjari wkoll, u spjega kif il-Qrati jħarsu lejn l-għajnuna li toffri l-Caritas; imma l-Caritas waħidha ma tistax terfgħu dan il-piż. Wassal messaġġ lil min iħaddem biex jiftaħ idejh u ma jibżgħax jagħti ċans lil dawk il-persuni li jkunu rriabilitaw irwieħhom u joffrulhom opportunità fil-post tax-xogħol.
Id-Direttur ta’ Caritas Malta Leonid McKay rringrazzja lill-Ministru Carmelo Abela tas-sapport fil-ħidma fil-qasam ta’ rijabilitazzjoni kontra l-abbuż mid-droga, u tkellem dwar il-bżonnijiet differenti li jkollhom il-persuni li jagħmlu dan il-programm. Mill-Faċilità Korrettiva, il-persuna tiġi f’komunità terapewtika, fi programm strutturat. “Meta nitkellmu dwar il-persuna, inkunu qed nitkellmu dwarha b’mod sħiħ, inkluż il-familja tagħha.”
Id-Direttur McKay spjega dwar l-ispejjeż li jsiru fil-komunità terapewtika, li tinkludi il-post fejn jgħixu. Bejn l-2015 u l-2016 saret kċina ġdida, gymnasium, u wkoll terapija permezz tal-arti tal-mużika facilitated drum circle. “Komplejna ninvestu wkoll f’terapija psikoloġika, fejn il-persuna jista’ jkollha dawk is-sessjonijiet one to one.” Leonid Mckay enfasizza l-importanza li meta persuna lestiet programm, għandha tkompli tinvesti fl-after care, u proprju hemm fejn l-iktar ikollha bżonn l-għajnuna.

A Minimum Essential Budget for a Decent Living – 2016. Aġġornament ta’ studju li sar fl-2012.

Caritas Report 2016 Final (high res)

Caritas Malta ppreżentat l-istudju bit-titlu A Minimum Essential Budget for a Decent Living – 2016, liema studju huwa aġġornament tar-riċerka li saret fl-2012.

Caritas temmen li strateġiji effettivi kontra d-deprivazzjoni materjali, irid ikollha diversi indikaturi biex jitkejjel in-numru ta’ persuni u familji fil-faqar.

Is-Sur Leonid McKay, Direttur ta’ Caritas Malta, spjega kif il-Caritas qed tistabbilixxi kemm jiswa basket ta’ oġġetti u servizzi essenzjali għal familji bi dħul baxx biex ikunu jistgħu jgħixu ħajja diċenti. Il-basket jinkludi: ikel, ħwejjeġ, iġene personali, mediċini, bżonnijiet tad-dar u servizzi fosthom telefown, mowbajl, televixin, internet, dawl, ilma, gass u għamara, edukazzjoni, stationery, uniformijiet, trasport pubbliku u l-ispiża ta’ kirja ta’ dar għal dawk li jgħixu f’akkomodazzjoni tal-Gvern. Dawn l-ammonti jirriflettu l-prezz tas-suq tax-xahar ta’ Novembru 2015.

Ir-riżultati wrew ukoll li dħul ta’ familji li jirċievu assistenza soċjali jew familji fejn għandhom paga minima waħda u eleġibbli għal in-work benefit, huwa inqas mill-minimu stabbilit għall-basket.

Min-naħa l-oħra dawk li għandhom paga minima nazzjonali waħda u qed jibbenifikaw mill-iskema tat-tapering għandhom biżżejjed dħul biex ikopru l-basket stabbilit. L-istudju jikkunsidra wkoll li dawn il-familji, fejn tidħol saħħa, edukazzjoni, dar u divertiment, is-servizzi tagħhom huma pprovduti b’xejn.

Finalment, Caritas minn dan l-istudju tixtieq tara li kull persuna fis-soċjetà Maltija, jkollha dħul adekwat, irrelevanti persuna taħdimx jew le,  biex tixtri l-affarijiet essenzjali ta’ kuljum.

“Kuntrarju għal dak li ħafna jemmnu, il-faqar mhux bilfors huwa tort ta’ dik il-persuna li qed tesperjenzah u  nittamaw li dan l-istudju jservi ta’ strument biex jgħin lill-policy makers”, temm jgħid Leonid McKay, Direttur ta’ Caritas Malta filwaqt li ppreżenta l-pubblikazzjoni kompluta tal-istudju lil midja preżenti.

Diskors Mid-direttur Leonid McKay f’Jum il-Gradwazzjoni 2015

Leonid McKay

Eċċellenza Sinjura President, Eċċellenza Monsinjur Isqof, Mistiedna Distinti, Għeżież gradwati, residenti, familjari, kollegi u ħbieb, f’isem il- Bord tad-Diretturi nsellmilkom.

Bidla fit-tmexxija ma tfissirx bidla fid-direzzjoni. Ma tfissirx lanqas bidla fil- filosofija tal-programmi tagħna. Il-prijorità fit-tranżizzjoni tat-tmexxija f’Ottubru li għadda, kienet ċara ħafna. Filwaqt li nżommu f’moħħna l-għeruq u l-identità tagħna, ispirati mil-valur Kristjan tar-rispett lejn il-persuna umana, ma nistgħux ma nirrikonoxxux l-bidliet soċjali u demografiċi li qed iseħħu fis-soċjetà tagħna.

L-akbar sfida li għandna quddiemna hija li nkomplu nifhmu s-sinjali taż-żminijiet u naggornaw is-servizzi u l-programmi skond ir-realtajiet tallum.   Nifhmu li t-tiġdid huwa proċess inevitabli f’suq li l-ħin kollu qed jisfidana.

Huwa għalhekk li diġa nedejna l-aġġornament fl-operat tax-Xelters. Sodisfatt li l-ewwel fażi saret b’suċċess. Ix-Xelter tal-irġiel għadu kif beda jopera mill-binja li tinsab fuq il-lemin tagħkom. Huwa post li fih nilqgħu persuni li għadhom ġejjin mit-triq u li jkunu għaddejjin minn mument kaotiku. L-iskop prinċipali jkun li jerġħu jsibu lilhom infushom u jkomplu programm ta’ riabilitazzjoni.

Wara ftit skossi mhux ħazin, beda x-xogħol, propju din il-ġimgħa fuq ix-Xelter tan-Nisa. L-għan tagħna huwa li nibdew noperaw f’ambjent aktar attreżżat u adatt minn dak preżenti għall-bżonnijiet ħolistiċi tan-nisa. Matul is-snin, anke jekk għadhom ħafna aktar l-irġiel li qed jitolbu s-servizzi tagħna (aktar minn 80 fil-mija), qed naraw żieda gradwali, żgħira kemm hi żgħira ta’ nisa, ommijiet u/jew tfajliet fis-servizzi tagħna. Lkoll bil-bagalja tagħhom. Nifhmu l-ħtieġa ta’ dan is-servizz u qed nippjanaw li x-xogħol jitlesta iktar tard matul din is-sena.

F’dan it-tiġdid, investejna wkoll fl-aġġornament tas-Sistema tal-Informatika tagħna. Nemmen li dan ix-xogħol, għalkemm sewa ħafna flus, ser jiswa ħafna wkoll sabiex ikollna statistika aġġornata u eżatta li tinforma l-policies u d-direzzjoni tagħna. Nemmen bis-sħiħ fir-riċerka. Riċerka mhux biss sabiex nagħtu kontribut fit-tfassil tal-politika soċjali f’oqsma bhal ma huma d-droga, l-faqar, il-benefiċċji soċjali u l-paga minima, iżda wkoll riċerka sabiex tinforma l-aġġornament intern tas-servizzi tagħna.

Qed naħdmu fuq żewġ riċerki differenti li ser jiġu ppublikati fil-ġimgħat li ġejjin. Fl-ewwel riċerka, ser inħarsu lejn realtà li ftit li xejn nafu dwarha. Ser nikkollaboraw ma’ akkademiċi mill-Università ta’ Malta u man-National Focal Point sabiex inħarsu lejn il-fenomenu ta’ persuni li mhux qegħdin f’xi servizz residenzjali tal-aġenziji. Ser nistudjaw ir-realtà ta’  persuni li jagħmlu użu minn xi tip ta’ sustanza imma jibqgħu soċjalment integrati u li jkomplu l-ħajja tagħhom b’mod ‘relattivament’ normali.

Ser inkunu qed nniedu wkoll riċerka kwalitattiva ma tnax -il żgħazugħ u żgħażugħa fl-adoloxxenza tagħhom f’kuntatt mas-servizzi tal-Outreach bl-iskop li nifhmu kif persuni li bdew jużaw id-droga sa minn kmieni, jħarsu lejn id-droga minn lenti personali sa mill-fażi tal-esperimentazzjoni sad-dipendenza.

Għandna diversi sfidi quddiemna. Insemmi erba’ partikulari;

  1. Minkejja li l-eroina tibqa’ d-droga primarja l-aktar użata, minn sena għal oħra, qed nirreġistraw żieda fl-użu tal-kokaina bħala d-droga primarja. Sadanittant, is-suq għadu qed isuq u qed jirnexxielu jikkreja sustanzi sintetiċi aċċessibli ħafna. Faċilment jagħtu l-impressjoni li huma legalment safe. Sentejn ilu, minn fuq dan l-istess stage, sar appell li d-drogi sintetiċi qed jiżdiedu. Dan huwa fatt. L-isfida li għandna hija li mhux biss ma nafux x’effetti qed iħallu fuq is-saħħa tal-persuna iżda wkoll kif is-servizzi tagħna ser iwieġbu għal din ir-realtà li qegħda dejjem tinbidel. Dan fiħ innifsu għandu jixgħelilna l-bozza l-ħamra u nirrakkomandaw li tintensifika l-ħidma ta’ prevenzjoni u edukazzjoni fl-iskejjel;.
  1. It-tieni sfida. Matul is-sena 2014, kellna aktar minn sitt mitt persuna li fittxew xi wiehed mis-servizzi tad-droga tal-Caritas. Sitta fil-mija tal-persuni li missew mas- servizzi mhux residenzjali tal-Outreach li kienu fl-eta ta’ bejn l-14 u d-19 -il sena. Inħoss li huwa importanti li nifhmu aktar il-fenomenu tal-użu fis-stadji bikrija tal-iżvilupp. Imma ma nistgħux ninsew u ma ninnutawx ukoll żieda ta’ persuni li qed jitolbu l-għajnuna u li l-età tagħhom hija Ïl fuq minn 40 sena. Matul is-sena 2014 irreġistrajna l-ogħla rata ta’ persuni f’din il-kategorija (19%) mis-sena 2004 lil hawn; L-istess jista’ jingħad għall-kategorija ta’ bejn it-30 u d-39 sena. Ir-raġunijiet jistgħu jkunu varji. Huwa fatt li dan il-fenomenu wkoll jimmerita ħafna aktar attenzjoni.
  1. Sfida oħ Kull esperjenza hija differenti. Iżda, ir-re-integrazzjoni lura fil-komunità tibqa’ sfida kbira. Irridu nammettu li din il-fazi, il-fażi li aħna nsejħulha re-entry hija delikata ħafna. Irridu nifhmu li x’ħin tispiċċa l-fażi residenzjali ġewwa programm ta’ riabilitazzjoni, ikun għad baqa’ ħafna xogħol x’isir. Mhux faċli terġa tidħol lura. Il-kobba titħabbel aktar għall-persuni li temmew programm b’suċċess mill-ħabs fil-Prison Inmates Programme jew għal dawk li għandhom każijiet pendenti fil-qrati. In-nukleju tal-familja sar ħafna aktar frammentat u mhux dejjem jista’ joffri s-sapport idejali. Hemm riskju li nerġgħu nduru fl-istess ċirku jekk wara programm ta’ riabilitazzjoni ma jkunx hemm is-sapport neċessarju għall-persuna fil-komunità. Il-maġġoranza tal-persuni li missew mal-Caritas (kważi 40 fil-mija) jiddikjaraw li kienu bla xogħol. Ix-xogħol, b’paga tajba, għalkemm importanti, huwa biss fattur wieħed. L-akkomodazzjoni, sigura u affordabbli għandha tkun prijorità wkoll minħabba li s-sitwazzjoni finanzjajra ta’ persuna li għadu ħiereġ minn programm mhux dejjem tkun tali għal xi kirja ta’ post fuq r-rata kummercjali;
  1. Ir-raba sfida. Semmejt faxxa ta’ persuni li jagħmlu użu minn xi tip ta’ sustanza imma jibqgħu integrati u li jkomplu l-ħajja tagħhom b’mod normali. Ma nistax ma nsemmix faxxa oħra, n-naħa l-oħra tal-munita, ta’ persuni li għal raġunijiet varji huma kompletament esklużi, fosthom dawk bi problema akuta ta’ droga. Persuni li jgħixu fil-periferija u li missew mas-servizzi kollha possibli. Persuni li d-diskors ta’ tkabbir ekonomiku huwa aljen għalihom. Persuni li għalihom il-famuż kejk nazzjonali ftit jew xejn ma għandu togħma. Din hija realtà li faċli ninsewha. Din ir-realtà tagħmel il-ħtieġa ta’ drop-in aktar urġenti.

Fhimt xi jfisser l-programm għar-residenti. Fhimt kemm ir-riabilitazzjoni mid-dipendenza huwa proċess twil u li jinvolvi ħafna fażijiet.
  • Fhimt ukoll li jekk verament irrid ngħixu l-motto li tħaddan il-Caritas li tkun fuq in-naħa tal-persuna fid-diffikultà, fiha prezz xi ġġ Nammetti, prezz u piż akbar milli qatt stennejt.

Illejla għandna għalfejn nifirħu mal-protagonisti tal-lejla, il-gradwati. Kull wiehed u waħda minnkom ħa ħafna mħabba – sirt nafkom matul dawn ix-xahrejn – tajtuni l-opportunità li nifhem xi tfisser il-Caritas għalikom. Issa ċ-ċans tagħkom li tagħtu lura. Tinsew qatt dik is-sigra li ħawwilna flimkien. Imma dak huwa biss punt tat-tluq. Nawgura lilkom u lill-familji tagħkom kollha taħsdu dak li żrajtu fikom infuskom.

F’dan il-jum, għandna niftakru wkoll f’ħafna oħrajn li reġgħu lura fit-triq. Persuni li qegħdin f’periklu, uħud tilfu kollox u l-prijorità m’hix il-ħajja. It-triq li ftit ittihom tama ġdida. Oħrajn m’għadhomx magħna. Dawn ukoll huma parti mil-familja tagħna.

Il-protagonisti l-oħrajn, ħafna drabi fis-silenzju huma l-istaff tal-Caritas. Il-Caritas m’hiex xi istituzzjoni, m’hiex struttura. Il-familja Caritas għandha identità u għandha wiċċ, intom il-Caritas. F’isem ir-residenti, l-gradwati u l familjari tagħhom, nirringrazzjakom tal-impenn, l-istima u r-rispett li għandkom lejn kull persuna, minkejja d-diffikultajiet li thabbtu wiċċkom magħhom.

Nieħu din l-opportunità u nsellem persuna li f’dawn il-ġranet li ġejjin ser tkun qed ittemm il-missjoni twila tagħha fil-Caritas. Dejjem ħadmet fis-skiet u mingħajr ħafna daqq ta’ trombi. Kienet parti minn din l-esperjenza sa mill-bidu nett, iż-żmien meta l-bidu kien iebes u bla riżorsi ta’ xejn. Qed nirreferi għal Marika Gabarretta. Marika, grazzi talli tajt ħajtek għall-Caritas.

Grazzi lil Isqof Mario Grech li qiegħed magħna hawn illejla u ser jindirizzana. Lil Monsinjur Charles Cordina tad-disponibiltàkull meta fittixtu. Grazzi wkoll lil Monsinjur Arċisqof Charles Scicluna li matul dawn il-ftit xhur, tani tant sapport fiduċja u direzzjoni.

Ma nistax nagħlaq mingħajr ma nsellem lill-persuna li mhux biss huwa l-Fundatur u missier il-Caritas f’Malta, imma huwa wkoll persuna li ħalla wirt kbir fil-qasam tal-ġustizzja soċjali fis-socjeta Maltija. Il-persuna li tkellem b’mod ċar dwar ċertu pjagi soċjali imma dejjem żamm il-persuna fiċ-ċentru. Illum għadni qed nibda nifhem l-ħolma li ħolom Dun Victor aktar minn tletin sena ilu, żmien meta ma fehmuħx, anzi ostakolawħ. Illum ħallilna dan il-wirt, ħalla din l-esperjenza ta’ mħabba. Dun Victor, ma hemmx kliem biex nirringrazzjawk.

Nikkommetti ruħi li l-Caritas kienet u ser tibqa’ minn ta’ quddiem sabiex mhux biss tkun ta servizz, izda wkoll titkellem dwar dawk kollha fil-‘periferija’.
